These rankings are based primarily on three basic data sets:
Cash on Hand (COH) - what a candidate raises is the first big step but they also have to spend it wisely.
Raw Number of Donors - there is a big difference between getting 50 donors at $1k each for $50k versus 10,000 donors at $5 each for $50k.
