In addition to his campaign's efforts, a super PAC supporting Mr. Kennedy said in December that it planned to spend more than $10 million to secure ballot access in 10 states, including two that now appear to be covered by the party formation filings: Arizona, California, Colorado, Georgia, Illinois, Indiana, Michigan, Nevada, New York and Texas.
A New York Times/Siena College poll conducted late last year found nearly 25 percent of voters considering him, although many of those respondents also indicated they were likely to support one of the front-runners.
The New York Times Haley says she won't debate unless Trump or Biden are onstage.

Trump's decisive victory in Iowa, with Mr. Trump presenting himself as the party's inevitable nominee and Ron DeSantis declaring his campaign resuscitated by a second-place finish.
But Mr. Trump has not taken part in any debates so far, which could mean that only one qualified candidate is willing to be there: Gov. Ron DeSantis of Florida.
After failing to overtake the Florida governor in Iowa, Ms. Haley faces heightened pressure in New Hampshire, where polls have shown her within striking distance of Mr. Trump, who dominated in Iowa. The state holds its primary on Jan. 23. Ms. Haley has increasingly come under attack in recent debates as she has risen in the polls, including from Mr. DeSantis and Vivek Ramaswamy, another rival who dropped out of the race after the caucuses and endorsed Mr. Trump. She has accused Mr. Trump of ducking his opponents.
Maybe the Republican Party, punished at the polls in several elections since his 2016 triumph, would find its way to someone else.

Former President Donald Trump leads President Joe Biden in the swing state of Georgia, according to a poll from the Atlanta Journal-Constitution and the University of Georgia.
The remaining respondents — nearly 20 percent — said they weren't sure, wouldn't vote in the race or planned to cast a ballot for another candidate. The survey did not name potential third party candidates.
NPR DeSantis sees a path to victory through South Carolina after Iowa finish
The subtext delivered throughout his remarks is that DeSantis views himself as the only viable candidate to take on former President Donald Trump who handily won in Iowa with just over 50% of the vote, enjoys leads in virtually every state-level and national primary poll and earned more delegates than DeSantis and Haley combined. "Half the people wanted somebody else," DeSantis argued.
DeSantis is also trailing both Trump and Haley in polling of the New Hampshire primary slated for next week and risks not earning delegates from that state.
In Nevada later this month, DeSantis and Trump are the only candidates at the delegate-earning caucus while Haley is the only major candidate on the state-run primary that will not count towards earning the nomination.
Effectively, this means Haley is not contesting Nevada, something DeSantis was quick to point out.

Democratic members interviewed last week and others who have spoken in other settings pointed to polling that showed Biden in a dead heat nationally with Trump.
Members also expressed concerns that Biden had, according to a RealClearPolitics average of multiple polls, fallen behind Trump in key swing states.
That list included Arizona, Georgia, Michigan and Nevada — with Trump's lead in Michigan growing to 6 percentage points, according to RealClear's average.
